One of the problems with scroll bars when supporting extremely long lists is that the amount a user can drag the scroll bar thumb becomes too chunky. This means a movement of only a pixel results in 10 or 20 items scrolling past. The aim of the velocity slider is to give users a simple way of scrolling through lists at variable speeds. Note the traditional 'thumb' is still displayed, but as a inactive indicator of the overall position in the list.
